The Con Edison 14th Street Powerhouse is a Natural Gas Fired combustion Turbine and Natural Gas Steam Turbine. Its primary fuel is natural gas, and its secondary fuel is kerosene.  It takes up more than three entire square blocks, from Avenue C to the river, and from East 14th Street to East 16th Street.  Power plants were originally located on rivers because they utilized barges to supply coal and oil, and because they required huge amounts of water for cooling and other operations.  Unfortunately for the residents of the Lower East Side, the plant’s emissions have had an impact on their health. According to the plant’s emissions of fine particulate matter (PM 2.5, because the particles are 2.5 microns or less), there has been an increase in occurrences of asthma, lung cancer and heart disease.

In 1999, Con Edison began a repowering process of the East River Generating Station and several. The plan included replacing older equipment and installation of new state-of-the-art, highly efficient combined-cycle equipment in its facilities in order to maintain the viability of its steam distribution system and stabilize steam rates.
